Is the Queensland Civil and Administrative Tribunal Functioning Properly?

For quite some time we have been vocal in our criticism of what we see as an unhealthy “culture” within the Queensland Civil and Administrative Tribunal (QCAT). It is a publicly funded body whose behavior ought to be absolutely independent, impartial and objective; to date this has not been the case. However, there are some early indications that this might change.
